What does it mean when your boss says "You need to take more initiative"?

I want you to do the things I haven't thought of yet, before I ask.

Take initiative on the wrong thing, though, and next time you'll hear "check with me first."

Understood. Which decisions can I make on my own, and which should I run by you first? That'll help me move faster.
