What does it mean when your boss says "We have unlimited PTO"?

Nobody actually takes it, and there's no payout for unused days when you leave.

With no number, nobody knows how much is too much, so nobody takes much at all.

Great. How many days does the team actually take on average? I'd like a benchmark to plan around.
